ESMA publishes EU Carbon Market Report

The European Commission has asked ESMA to examine the functioning of the EU Carbon Market. AFM, Bafin (German supervisor) and Finanstilsynet (Norwegian supervisor) have actively taken part in the drafting and analysis of the report together with ESMA. Since the migration of the EU carbon secondary market on ICE from its UK entity to its Dutch entity ICE Endex, the AFM is closely involved as competent authority.

A properly functioning EU Carbon Market, with a secondary market segment that facilitates EUA-derivative trading as a key part, is crucial for accurate pricing of carbon emissions and the EU climate transition. AFM, Bafin and Finanstilsynet intend to amplify their cooperation in order to enhance the EU carbon market monitoring, amongst others by focusing on a better data position (streamlined access and exchange).
